Rothwell Sports Centre has fallen foul of the planners at the Civic Centre and a running a pilot project. It now has 10 new signs and 2 bill board signs at the entrance advising you that you must not park outside marked bays or you will recieve a fixed penalty notice. Let me stress here, that this is been stictly enforced, I and numerous others received £50 fixed penalty notice at 7:30 in the evening, as due to limited number of space I could not park in a marked bay. It has been noted that Rothwell Sports Centre is one of the oldest facilities in LCC's property portfolio, we support the centre, we try to get fit and healthy, we pay our subs, and the council thank us for using the facility by slapping us with a Coservative-Lib Dem stealth tax, do we not pay enough council charge. :(

Can anyone get any more information on this as the fines must be administered by a council enforcement officer acting under Devolved licence, for the fines to be legal they must be in uniform and wearing the hat at the same time.
normal Council employees do not have any legal right or power to administer parking fines on council land , they can only be given out by a.
A council enforcement Officer wearing correct uniform.
Even a police officer can not give you a fine as parking on council land is not a criminal offence.Has Anyone seen who is giving out these fines ?
Tell me and if there is one discrepancy, I will put a immediate stop to it by publishing the scam.
Anyone got a copy of one of these fine tickets?

It is exactly the same at the John Charles Centre for Sport.

I take one of my kids to athletics there twice a week. While there are numerous spaces for parking, there are peak periods where it gets exceptionally busy. At these times, people used to park on verges or wherever they could, though they were considerate and not blocking anyone or the traffic flow.

However, about a month ago, the Parking Enforcement Officers, or whatever they are called, were drafted in and started issuing parking notices. Fortunately I was not issued with one as I managed to dodge them, but there are numerous people I know who have fallen foul.

I totally agree with previous comment about wanting to use council facilities for getting healthy, but why is the Council penalising people for paying for the privelidge of using them, then hitting them in the pocket even more when demand outstrips supply for parking spaces? It is even worse when Hunslet Hawks are playing at home.

Surely there has to be some give and less of the take.

Right I have done some preliminary investigations.
It would appear that parking enforcement officers are targeting the site once restrictions expire in the town centre, after 6.oo pm on street parking in marked bays becomes free.
The wardens work from 6 pm to 2.30 am on night shift and are mobile in plain white vans.
It is easy money and they have targets to hit.
they could not care one bit about the damage it does to services, they are only interested in your money.
The fines are correctly issued and valid.
How to avoid a fine
So in short, if the car park and no space is available is full you should park on the road outside, you will need to display a parking light on the off side as it is a 40mph road, this is usually done by pulling your indicator switch up or down when the keys are out.
Park at least east 10 metres (32 feet) away from ANY junctions in a straight line up and down and not opposite to the traffic flow.
The road between the car park entrance and roundabout can hold around 15 cars before the junction rules apply and has no yellow lines, or at least it did not have last time I looked .Or you can park up road outside the old Bentley arms, again use a parking light
if You park in the car park not in a marked bay you will be fined, use the road outside and you will not be providing you have parking lights.

Just driven past the laybys near junction 30 - did i really see parking restrictions signs there. I am sure they say only 2 hours waiting allowed. So I suppose the ***** that patrol the leisure centre giving tickets out will be up there too! The council are obviously starting to use every trick possible to raise revenue. What next??

Sneaking in to your property a at 5 am and Rooting through your bins in your garden with a torch whilst you sleep, Rothwell is the trial area in Leeds for these recycling and fines , dishing out up to to £1000 fines see here
